How this calculator works
The registration fee depends on who is buying: foreign buyers, who can only purchase inside a licensed Integrated Tourism Complex, pay 3%, and Omani individuals and companies pay 1%. A resale adds the agency commission; an off-plan unit bought directly from the developer normally does not.
If you finance the purchase, the mortgage registration fee is charged on the loan rather than the price, and we model it at the 0.5% ceiling so the estimate errs on the high side. Legal and valuation fees vary too much between firms and banks to assume, so enter the quotes you have and leave them at zero otherwise.
The service charge is shown separately because it is not a purchase cost. It recurs every year, and it is the number that turns an advertised gross yield into what you actually earn. Run the result through the yield calculator to see that effect on a specific unit.

What are the fees for buying property in Oman?
The main one is the property registration fee paid to the Ministry of Housing and Urban Planning: 3% of the price for foreign buyers and 1% for Omani individuals and companies. A resale usually adds about 2% agency commission, a mortgage adds a registration fee of up to 0.5% of the loan, and there are smaller admin, legal and valuation costs. For a foreign buyer on a resale, total fees commonly land around 5% of the price.
How much is the property registration fee in Oman?
3% of the sale value for foreign buyers purchasing inside an Integrated Tourism Complex, and 1% for Omani individuals and companies. The Omani rate was reduced from 2% to 1% by the Ministry of Housing and Urban Planning in January 2025. Sales financed through Islamic banks carry a reduced 0.5% fee.
Who pays the registration fee, the buyer or the seller?
In practice the buyer pays it, at the point the title deed is issued in their name. It can be negotiated in a private sale, but budgets and bank offers in Oman assume the buyer carries it.
Can I add the purchase fees to my mortgage in Oman?
No. Omani banks lend against the property value only, so registration, agency commission and the other fees have to be paid in cash on top of your deposit. That is why this calculator shows cash needed on the day separately from the price.
Is there VAT or property tax when buying a home in Oman?
Oman has no annual property tax and no capital gains tax on residential property, and residential sales are generally exempt from the 5% VAT. VAT can apply to some related services, such as agency or professional fees, so confirm the treatment of each line with your lawyer.
What is the annual service charge on an Oman ITC property?
Integrated Tourism Complexes such as Al Mouj, Muscat Bay and Hawana Salalah charge an annual service charge, commonly OMR 3 to 8 per square metre, to cover security, landscaping and shared facilities. On a 110 sqm apartment that is roughly OMR 330 to 880 a year, which comes straight off your rental yield.
