Can foreigners buy from any developer in Oman?

No. Foreign buyers can only own freehold property inside a licensed Integrated Tourism Complex (ITC) or other designated zone. The developer matters less than whether the specific project holds that status, so check it on the project page and confirm it with the developer and your lawyer before paying a deposit.

How do I check an Oman developer before buying off-plan?

Confirm the developer is licensed and the project registered with the Ministry of Housing and Urban Planning, and that your payments go into the project's escrow account, which Royal Decree 79/2025 requires. Then check whether the developer has delivered earlier phases on time, get the title structure in writing, and compare the payment plan with the construction stage.
