About this project

Muscat Bay is an Integrated Tourism Complex developed by OMRAN Group and Saraya Holding Oman at Bandar Jissah, just past the fishing village of Qantab, less than half an hour southeast of central Muscat. It was launched as Saraya Bandar Jissah and renamed Muscat Bay in 2017. The community spans about 2.2 million square metres in a valley flanked by the Hajar Mountains and the Gulf of Oman.

It is anchored by the 206-room Jumeirah Muscat Bay, officially opened in 2022 as the first Jumeirah resort in Oman. OMRAN lists the residential mix as 92 townhouses, 84 duplexes, 180 villas and 84 duplex apartments, in zones including Zaha, Nameer and Wajd, which makes it closer to a private resort enclave than a city neighbourhood.

How freehold ownership works in Oman

Foreign nationals cannot generally buy property anywhere in Oman — ownership is restricted to designated Integrated Tourism Complexes (ITCs), a framework established under Royal Decree 12/2006.
