Cheapest Way to Buy Property in Oman as a Foreigner (Under OMR 100,000)

A foreigner can buy freehold property in Oman from roughly OMR 35,000-40,000, the price of a studio in Muscat Hills at our October 2026 index price. That is roughly USD 90,000-105,000 at the pegged rate, far below comparable coastal freehold in Dubai. Under OMR 100,000 you have a real choice of studios and one-bedroom apartments across Muscat's freehold communities, and since June 2026 even a modest unit can support a sponsor-free residence permit.

Here is what each budget buys, the cheapest legitimate routes in, and the traps to avoid.

What your budget buys#

Estimates apply the October 2026 index price per square foot (see methodology) to typical apartment sizes in communities open to foreign freehold. Hawana Salalah's figure rests on thin data and is indicative only.

Below-average units do exist: older buildings, less attractive views and developer promotions can come in under these figures. Above all, add 5-8% for buying costs.

The most affordable freehold routes#

1. Muscat Hills and Muscat Bay studios. The lowest measured prices among established freehold communities, with Muscat Hills the cheaper of the two. Muscat Hills also has the highest measured yield of the Muscat freehold communities, about 6.0%. See Muscat Bay review and Muscat Hills review.

2. Off-plan launches with payment plans. Developers often price launch phases below completed stock and spread payments over construction. For example, The Sustainable City Yiti has been marketed from around OMR 66,000. The trade-off is delivery risk. Read our off-plan guide before committing.

3. Future cities and integrated neighbourhoods. MOHUP lists Sultan Haitham City, Al Thuraya City, Al Jabal Al Aali and Surouh among the places foreigners can own. Early-phase pricing can be competitive. See Sultan Haitham City and the Sarooj Oasis project.

4. Free zone projects. 2026 regulations allow foreign freehold in qualifying projects in special economic and free zones such as Duqm. Prices can be low, but so is resale depth. See Duqm real estate.

For the full map of eligible zones, see where foreigners can buy property in Oman.

Residency on a budget#

The Owner residence permit, introduced by Royal Oman Police Decision 87/2026, is sponsor-free, renewable for 6 to 12 months at a time, and has no reported minimum property value. It also covers first-degree relatives. That makes a studio or one-bedroom a realistic route to living in Oman independently of an employer. The 10-year Golden Residency needs OMR 200,000. See our residence visa guide.

Does a cheap unit make a good investment?#

Small units can produce strong yields because rents do not fall in proportion to size. But fixed costs hit them harder:

Studio, Muscat Hills (45 sq m)2-bed, Muscat Hills (100 sq m)
Price (Oct 2026 index)~OMR 36,000~OMR 80,000
Gross rent at 6.0%~OMR 2,160 a year~OMR 4,800 a year
Service charge (OMR 5/sq m)~OMR 225~OMR 500
Management (8%)~OMR 175~OMR 385
One month vacancy~OMR 180~OMR 400

The percentages look similar, but a single bad tenant, a repair or a long void is a much bigger share of a studio's income. Test your numbers in the yield calculator, and compare areas in our rental yield ranking.

Traps in budget listings#

  • "Freehold" that is not. A cheap listing in Qurum, Al Khuwair or Al Khoud is generally not open to foreign freehold. Verify before viewing.
  • High service charges on small units. Ask for the budget per square metre and history.
  • Older stock with hidden repairs. Inspect air conditioning, waterproofing and plumbing.
  • Off-plan without escrow. Never pay into a developer's general account.
  • Overstated rents. Compare against our average rent in Muscat data.
  • Skipping the lawyer to save money. It is the most expensive saving you can make. See mistakes foreign buyers make.

Frequently asked questions

What is the cheapest property a foreigner can buy in Oman?

At our tracked 2026 averages, a 45 square metre studio costs about OMR 36,000 in Muscat Hills and OMR 45,000 in Muscat Bay, the lowest-priced established freehold communities in Muscat. Individual units, older stock and developer offers can come in below that. Some new-city and off-plan projects also advertise entry prices in a similar range.

Can I buy property in Oman for under OMR 100,000?

Yes. Under OMR 100,000 a foreign buyer can typically get a two-bedroom in Muscat Hills (about OMR 80,000 for 100 sq m), a one- or small two-bedroom in Muscat Bay, or a one-bedroom in Al Mouj, at our measured apartment prices. Studios in Muscat Hills start around OMR 36,000.

Do I get residency if I buy a cheap property in Oman?

Potentially, yes. The sponsor-free Owner residence permit introduced in June 2026 has no reported minimum property value and applies to registered, or preliminary-registered off-plan, property. The 10-year Golden Residency needs OMR 200,000 or more.

Is usufruct cheaper than freehold in Oman?

Often, yes. Usufruct apartments outside designated freehold zones can be cheaper, because buyers get a long right of use rather than ownership. They can be harder to finance and resell, and their eligibility for residency under the 2026 rules has not been clearly confirmed.

What should I watch out for with cheap property in Oman?

Check that the property is genuinely freehold for foreigners, confirm the service charge, which can take a large share of rent on small units, inspect older buildings for maintenance issues, and for off-plan, confirm escrow protection and the developer's delivery record.
